Interesting plant. From tidy rosettes of serrated leaves, this plant blooms twice a year. The flower buds are pink-tinged, and open to white flowers, followed by fluffy seedheads. What's odd is that the mid-summer bloom seems to proceed directly from closed bud to seedhead - no flowers. The images below show "buds" in two stages of opening.

Everyone talks about the second stage, fluffy seedheads like cotton and they are actually not. I am pasting a description from www.gardensnorth.com who has them for sale which will explain the two stage mystery:
Unusual perennial native to Asia. Plant is dimorphic (having distinct spring and autumn flowering stages). The flowering you see first year from seed is actually the autumn stage (the seed-producing fluffy white "dandelion type" flower heads). In spring, white daisies appear, rose-pink underneath.
