This pops up everywhere in our gardens. Luckily, it's easy to pull (unlike its wicked relative, Canada thistle), and actually not unattractive, if you can get past the fact that it's obviously a weed. The two photos (taken different years) look to me like not quite the same plant, but it could just be variation within the species.
