This is supposed to have mounds of feathery silver-green finely haired foliage, with spikes of blue flowers in summer. And it starts off promising enough in our garden, with a neat tuft of feathery leaves - but it proceeds to do nothing in the way of blooming, and gets progressively rattier as the season wears on. Not sure what we're doing wrong - please let me know if you have any suggestions.
